Vážení přátelé,
na posledním zasedání ÚV ČSV nám byl předložen ideový záměr, jak zkvalitnit práci učitelů včelařství a včelařských odborníků. Tento návrh byl zjevně nedomyšlen a také proto jsme byli vyzvání v usnesení, abychom se k uvedenému materiálu vyjádřili, což chci tímto učinit.
Předně musím konstatovat, že předložený návrh k zvyšování úrovně učitelů včelařství a přednášejících odborníků nepovede a chybí mu mimo jiné i to, co by mělo takovéto snaze předcházet, tj , analýza stavu s výhledem jaký stav a do kdy si představujeme mít.
Pokud tedy chce někdo současný stav změnit, měl začít právě rozborem současné situace.
Nevzpomínám si, že by takovýto materiál byl ÚV předložen. Toto však nemůže ležet pouze na bedrech jednotlivce především v zájmu zajištění objektivity. Takzvané přezkušování a podepisování různých závazků je vrcholně nevkusným a ponižujícím aktem, které není hodno předkladatele a vlastně ani dospělého člověka.
Dále je třeba brát v úvahu i to, že ČSV není jedinou včelařskou organizací, která se o vzdělávání včelařů snaží a přispívá tak rozvoji oboru. Dotace do této oblasti nejsou určeny jen pro ČSV, ale pro obor jako celek. To je třeba chápat se vší vážností, protože to může vést k využití této akce ke snížení dotací nebo jejich přerozdělení. Výše uvedený materiál totiž může ovlivnit obor nikoliv jen ČSV, to je třeba mít na zřeteli. Lze proto očekávat, že se proti navrhovanému postupu zvedne odpor učitelů i včelařských odborníků, především těch kvalitnějších, kteří nejsou ochotni se nechat takto urážet. Ze současného přístupu je spíše vidět snahu po odstranění tzv. nepohodlných lidí a také snaha zajistit příjem pouze pro některé vyvolené, než zlepšit současný stav. To není v zájmu oboru ani v zájmu samotného ČSV.
Na odborné, zvláště akademické úrovni bylo vždy zvykem a určitou etickou normou respektovat odbornou zdatnost a názory, výsledky práce toho druhého. K řešení problémů a různých názorů bylo zvykem používat metodu diskuze a předkládání odborných argumentů, nikoliv metodu ponižování a kádrování druhých. To patří skutečně do dob dávné normalizace.
V materiálu, který byl ÚV předložen jako nedodělek je metoda práce dřívějších stranických sekretariátů přímo cítit. Toto k ničemu dobrému nepovede a úroveň učitelů včelařství a přednášejících odborníků to nepozvedne. Naopak povede to k odlivu mozků a co je ještě horši k rozdělování svazu. Jsem přesvědčen, že toto nikdo z členů ÚV, PÚV nechce.
Měli bychom se poučit, jak ve zvyšování kvalifikace svých odborných pracovníků přistupují velké firmy. Ty totiž odbornost svých pracovníků považují za duševní kapitál a jako s takovým s ním zacházejí. Umělé vytváření bariér pro činnost a zbavování se někoho, do koho jsme investovali, je krajně neekonomické a to pomíjím etickou a intelektuální stránku věci. Dokonce ani dnes, kdy je velký tlak na snižování pracovních sil takto soukromé firmy jako např. ŠKODA AUTO a.s. nepostupují. Nikdo po nikom nechce, aby znovu obhajoval své akademické tituly i přes zjevné přehmaty. Různých anonymních testů je využíváno za účelem zjištění stavu proto, aby další vzdělávání bylo orientováno žádoucím směrem. Toto je smysluplné a také z dlouhodobého pohledu přínosné.
Proto navrhuji, aby předložený materiál nebyl vůbec schvalován a předsednictvem ani ÚV dále projednáván z výše uvedených důvodů. Je nutné jeho zásadní přepracování.
Chceme-li úroveň našich učitelů včelařství a přednášejících odborníků zvýšit navrhuji:
1/ Ustanovit komisi pro vzdělávání, která by se touto problematikou trvale zabývala.
2/ Pro učitele včelařství a přednášející odborní zřídit internetové fórum, kde by si mohli vyměňovat zkušenosti.
3/ Zásadně změnit a zkvalitnit semináře pro učitele a přednášející odborníky, které pořádáme 1x za rok v Nasavrkách. O nízké úrovni se ví dlouho a nezájem o tento seminář to jen dokazuje. Není to vinou učitelů, ale organizátorů a přednášejících. Také termíny by bylo vhodné rozložit např. na podzim jaro.
4/ Na těchto seminářích je třeba zajistit přednášky odborníků z oblasti rétoriky,pedagogiky, psychologie vyjednávání, marketinku a samozřejmě i nové odborníky na aktuální témata z oboru včelařství, oborů navazujících. Je třeba zajistit přednášky a semináře odborníků z vysokých škol a univerzit, nikoliv jen funkcionářů svazu.
5/ Je třeba zajistit školení nebo seminář o využití výpočetní a moderní audiovizuální techniky.
6/ Na seminářích je třeba zavést panelové diskuze, brainstorming, krátké tématické přednášky samotných učitelů včelařství a následné diskuze jednotlivých učitelů k nim.
7/ Chceme-li využívat různé testy, navrhuji, aby byly zavedeny anonymní testy, ze kterých by přednášející na semináři zjistil úroveň posluchačů a směr, kterým se ve výkladu ubírat.
8/ Pro vlastní orientaci posluchačů mohou být využívány testy s vypracovanými dopověďmi ve variantách nebo i bez nich. Tyto by si posluchači ponechávali a byly by jistě cennou informací pro ně samotné.
Takovéto testy smysl mají a mohu nasměrovat učitele i odborníky požadovaným směrem.
9/ Je třeba být ve styku se světem a neuzavírat se do vlastní ulity. Proto by bylo vhodné na semináře zvát i zahraniční odborníky.
10/ Dále je třeba se ptát samotných učitelů včelařství a včelařských odborníků, kde vidí rezervy a jaké mají návrhy na zvyšování úrovně svých přednášek.
Bohužel, nic z toho, co jsem v předchozích řádcích navrhl původní materiál neobsahuje.
Přátelé, jsem přesvědčen, že bychom měli mnohem lépe hospodařit s intelektem a umem učitelů a včelařských odborníků, kteří již nepřednáší. Zaslouží si to. Oni pro svaz stále pracuji na úrovních základních organizací, považuji to za důležité. Bylo by jistě vhodné se s nimi jednou za 1-2 roky sejít, prodiskutovat problémy v např. organizacích a podobně. I od nich se můžeme pro následující vzdělávání dozvědět zajímavé věci, náměty na zlepšení současného stavu.
Věřím, že mé připomínky vezmete v úvahu a budou zapracovány do nového materiálu ke zvyšování odborné úrovně přednášejících. Je to v zájmu nejen členů ČSV, ale celého oboru.
